as he reports that since some preliminary difficulties with
the staff with the exception of the foundations of the bridges
all was "going on very well on the Railway" that "he had no
"fault at all to find" and that he "has had only praise for
"his work". In connection with the bridges, we think it
might be remembered that if a mistake has been made in their
foundations, as to which at the present moment we express no
opinion, Mr. Eves' object was as he explained to provide a
satisfactory structure at the least possible expense to the
Government. If, in his endeavour to save the cost of very
expensive foundations by adopting the system of flotation
of the foundations (a mode which has been frequently employed
with completa success on soft ground) there has been some
failure, we hope, while recognising that possibly a regrettable
mistake may have been made, it will not outweigh the good work
which Mr. Eves has undoubtedly executed under difficult
circumstances for the Government and which is cordially acknow-
ledged by His Excellency.
